Mario Cipollini's name is on the downtube. The company is Diamant, from Bonferraro, and they started the bike line around 2009, or 2010 if you use the registration date. Either way it's a sprinter's brand built by a clothing factory, which nobody leads with, making road race bikes and running women's and men's teams under that name.
