Lee Katz started Lee Cougan in Evanston, Illinois, which is an American mountain-bike name. Then an Italian distributor, Stardue, took the brand to Europe and eventually just owned it. So the bikes you see now are Italian-run with an Illinois ghost. That split is the origin, not a single town.
